Not sure this is the right place to post but here goes... I think my neighbour is leaving her young baby whilst asleep to pop round the shops. Saw her shutting door quietly and she said ' i have a 20 min window, i know i shouldn't but he is asleep ' what should i do ? please..

It is disgraceful that some people think it is acceptable to leave a child alone, even if that child is asleep.

I really have no advice except perhaps conacting the local family information service and asking advice?

Volunteer to go round and sit with the baby. Volunteer to get whatever she needs from the shops.
Invite her over for a cuppa and let her leave sleeping baby with you for 1/2 hour whilst she pops out to the shops.

I agree with nannynick. Offer to help out.

No she shouldn't leave her baby alone and any rational person would know that. Maybe she is struggling? (not an excuse I know)

Are you 100% sure that no one else is there? I mean, from your description, it seems fairly obvious that she's leaving the baby alone, but are you sure her dh or dp or mother or someone isn't there as well, sleeping, perhaps?

Unacceptable to leave a baby alone in a house, even if sleeping. She may be really struggling, I'd offer to help out, like nannynick says. If you offer to sit with the baby or get what she needs then perhaps she will recognize that she can't do this.
