If you have 2 c-sections, 1 year apart, can you still have a vaginal birth?

The title says it all, really. I'm not asking for myself, I'm just curious. A cousin of dh's had an emergency c-sec for the first baby and then got pregnant 3 months after giving birth, so was told would need another c-sec.

I suppose this makes some sense as the uterus didn't have time to heal properly.

However, she was told that she would have to wait at least two years to get pregnant again and would always need a section, regardless of how long she waited.

This sounds a bit strange to me, so I was wondering if anyone had a similar experience?
This happenned in another country, btw, so maybe criteria are not the same...

Thanks Riven. She's not in the US, she's in Portugal. Unfortunately, there are no guidelines, so you do what the doctor you happen to be seeing thinks, even if it doesn't make sense....

This cousin was also told that she didn't have enough breast milk and the baby needed a formula top up. I'm not saying it isn't true, but half of my friends were told the same, which makes me a bit ....
