Seniority - midwife or consultant?

I recently changed hospitals from Epsom to Kingston over an ELCS (I have a separate thread about it). I had my first consultant appointment on Friday and he was so great - complete opposite to the consultant I saw at Epsom. He listened to my history, reasons for wanting the ELCS, talked me through some things and then approved it. Told me to wait outside and a midwife would call me to book a couple of other appointments and a date for the ELCS.
Eventually got called in and first thing midwife tells me is that the consultant midwife has stepped in and won't book my ELCS until I talk to her. Apparently as I've changed hospitals I haven't followed their due process and she wants to make sure all the boxes are ticked (she did actually use the words "box ticking exercise").
It's a faff and frustrating and stressful for me that this is still dragging on but if ticking boxes is all it is, then I'm ok with going through it to get where I need to be.
My concern is that she's going use this exercise as a chance to block my request and I'm wondering if she's allowed to do that having already been given approval by a consultant.

Does anyone know who gets final say here - I would have presumed a consultant obstetrician would have seniority over a consultant midwife but I'm not sure?

Hi all

Just a quick update for those who have been so kind to take the time to post their alive and opinions.

I saw the consultant midwife last week however the day before I got a phone call from the head of midwifery in response to the PALS email I sent after my phone convo with midwife earlier in the week. She rang just in time as I had an email all typed up to send to all the staff a previous poster recommended, of which she was one - was just looking up email addressed when she called! She was apologetic for the stress they were putting me through, and also clarified (read corrected) some of the remarks I was told over the phone. She asked if I was still happy to see the consultant midwife which I agreed to - I want them to realise that I'm being as reasonable as possible and also taking any and all chances to make sure I'm informed. She also said she would talk to her about the concerns raised in my email in advance of my appointment and gave me her direct line and email if I had further issues.

The meeting went well - it was tense to start with as she was obviously aware I had complained about her, but it soon settled down. We had a frank discussion about the risks and benefits of both options and at one point I was actual able to correct her on some stats and show her the research. She backtracked on a few things she said to me on the phone (about it not being my choice, although she did iterate as many of you have said that guidelines are just that; and also said they would not refuse me) but overall it went well. I have no doubt though that had I not sent that PALS email in advance that I would have found myself in a very different meeting.

It all ended with her insisting that they would not force my hand one way or another and that know she just needed to follow up with consultants about whether I needed to see them again (having already seen one, albeit a locum, and been given approval).

And then today I got a phonecall saying I've been given a date for my ELCS!
No need to see anymore doctors! So all the drama and worrying is now officially over! Just waiting a letter of confirmation. Can't express how relieved I am.

Consultant obstetrician is far far more senior. For example, they have delegated the box ticking, haven't they!:-)
