Help child with extreme mental health and behavioural challenges

Hi, reaching out as a desperate single mum of a 15yr old son who has no male role model or family around to belong to as step dad separated and has not been consistent to his needs. Therefore he has worrying and disturbing outbursts when he has to undergo consequences. He refuses to do anything else with his time other than waste it on waking up at 9am tv screen, and phone gaming and then @ 2.00pm internet time starts Till 9.00 and then he goes over by an hour and until I keep grumbling he finally stops and then is back on the tv for another 3 hours and then goes to bed. This is his life for last 7 months daily and along with this I get physically harassed by him and he forcefully hugs me with a painful squeeze and won’t stop despite having a social worker and following a behaviour plan. We are now under PLO PUBLIC LAW OUTLINE and it’s a 12 week probation otherwise my son will attend court for local authorities to have him removed from my care into foster care. My son is quite enraged and when we discuss consequences he shrugs and says I don’t care.He has had problems at school and social functions from a young age and they got worse around age 11 when he went through early puberty, shot up in height above all other kids and his voice broke. He had the mind of a child in a 16 yr old body.

We too went to Camhs and Child & dismissed him as "normal". He was excluded so many times I lost count. Despite trying punishment at home (grounding/removal of priviledges etc), rewards for good behaviour, nothing worked and I felt it was my fault and felt I was a terrible parent. I work from home but i am suffering mental health issues due to the difficulties I have to endure with my son it has affected my health and well-being. I need to know what can I do to support him and how can what he be doing he classed as normal?
