Encouraging a healthy balance with food

Just pondering really and wondering how others deal with this issue. I've two dds 10 and 13 and I want them to eat a balanced, healthy diet but don't want to make food "an issue". I encourage 5 a day, cook balanced meals and give the message that sugary, fatty foods are treats.

The only time my kids have a complete free reign is when at parties, for eg at home they can't eat two or three packs of crisps in one sitting or eat more than a couple of biscuits. My philosophy is I don't want them growing up thinking it's ok to eat 9 Rocky bars at once, like one of my daughter's friends did when round here once; however I feel they have to make their own decisions about food as they get older. My friend never had any unhealthy food in the house when she was growing up and so when she came across it as a teen she'd fill her boots(think whole packs of biscuits).

What do you think?
