When DD did that at a similar age we stopped the car every time, told her off and put her back in properly. Then we reminded her at the start of every journey that she had to keep her arms in. It took a few weeks but she stopped. I was always wary of using a clip in case of an accident.

Yes exactly the same. It's tedious and frustrating for a while but they soon learn.

Two possibilities to try before you buy anything:
*has it just started happening since you put them in more clothes after the temperature dropped? If so, less clothes in the car so you can tighten the straps tightly enough, and blanket over the top for warmth.
*check the height of the shoulder straps against the recommendations (often at or just below shoulder height), if the straps are to low (or to high) adjust so you can reduce the wiggle room the child has.

You need to tighten the straps. Make them as tight as you can. You won't hurt her. Failing that get a Houdini strap.

Good advice from Peony, but if she is forward facing then it's at or slightly above for shoulder straps.
