Yes. Our first caravan cost £1000 and did 4yrs dry, our latest one was £1750 and is dry too. It's survived a very wet pennine winter outdoors without problems.

We have friends with much newer, more expensive vans that have had more damp. I think older things were better made sometimes.

But you do need to have a good look before buying.

Of course you can .We bought a very old ( 1970's ) Sprite for £70 and it's still dry .

Of course you can - ours is an old '98 5 berth, originally priced at 2.2k and I beat him down to 1.8k. First thing we did was get it serviced (as we're new to all this) and it got a completely dry bill of health. I'm not brilliant at this but I'd say trust your nose and prod around windows, in cupboards etc to feel for soft spots.
