What can I expect the school to do?

14yr son is being bullied at school. Hunting him round school to inflict physical and emotional abuse. On a regular basis.
He has been given a time out card to remove himself from lessons if he feels like he needs it
What can I expect the school to do to stop the bullying. Like actual things to stop it. They sometimes say if there were no witnesses there is nothing they can do.
Son doesn't want me to press it with the school as he feels like they won't be able to stop it and therefore will only make it worse.
I've kept him off school today after hearing what happened to him yesterday. Trying to get him to get on his knees to say sorry for lies someone made up about him

Does anyone have any experience in how to deal with the school?

In this situation I would remove him from the school and look to move him somewhere else.

It’s good they’ve given him a card to remove himself from class but I assume these things happen more at break or lunch rather than in the classroom. Where does he go when he leaves class early?
What have his guidance teacher said about it all?

I would expect the school to do more, id expect consequences for the other children and would be pushing for a meeting with the head of the year and head teacher. I know, from teaching experience, that it’s their words against his, however they need to take accusations of bullying seriously.

Personally, I wouldn’t send him back to school until I’ve had a face to face meeting about how they are
going to protect him.
