I tried feeding my baby with some cold formula and she appeared interesed in it. It it safe to give them cold formula, it was previously prepared with boiled water?

Mine both liked theirs cold.

Btw, I recently found out that when I was a baby I was part of a hospital survey t see if babies preferred warm or cold formula (this was a very long time ago!)

I always gave DD and DS EBM and then formula at whatever temperature it came at, often from the fridge Had no complaints and it makes it SO much easier when out as you don't have to worry about finding somewhere to warm it up.
It seems to be a cultural thing that we warm milk for babies, a friend in the US was very puzzled by it.

The advice is to prepare it with boiling water and then to leave no more than an hour or two before consuming.

Previous advice allowed all feeds to be made up for a 24 hour period, cooled quickly and then refrigerated and warmed up as necessary. This was current advice less than two years ago so I imagine if you are happy with what (according to the guidelines) is a slightly higher risk then it is OK. I have a friend who still follows this advice although being one to follow rules I make all my DD's feeds from fresh except her night feed which I make as close to bedtime as possible and make sure it is cooled very quickly.

You are fortunate your baby doesn't mind the coldness. My DD won't tolerate anything less than room temperature and that just barely.

Should have said 'consumption' unless you want to drink it yourself

So is it best to cool it down in the fridge rather that running water, its just i am in cyprus and there is currently a water shortage so i would rather not waste water

I would either cool it in the fridge, therefore make feeds in advance. Or cool a freshly made feed in a pint glass (or some such other vessle) of cold water.

When I had DS 3 and a bit years ago, I used to make all his feeds up ready for the following day the night before, then reheat in the microwave . With DD I generally take boiled water about with me, and chuck the powder in when she wants a feed. So the temp varies from luke warm to cool. HTH

I cool mine down by standing in cold water up to just under the milk level (to stop it toppling over). I cool in a sink as the volume of water is higher and the cooling therefore is quicker. The cooling should be as quick as poss to prevent bacteria multiplying in the meantime.

If the weather is warm in Cyprus it may explain why your baby doesn't mind . Having said that, last night our bottle warmer didn't go it's business very effectively and DD had coldish milk. Didn't seem to bother her - she must have been hungry...
