is rtf safter than powder formula? does the rtf not contain bacteria?

RTF is safer, yes, and does not have the bacteria the powder has been shown to have in some samples (causing very rare but very serious illness).

Do you mean the cartons of ready to use formula? If so then yes, they are sterile and therefore safer than the powdered formula. It's the reason why you should use water boiled and still at least 70 degrees C when you mix with the powder - to kill any bacteria as the powder isn't sterile (it's not possible to make the powder sterile apparently)

nd you know this bacteria that is sometimes found in the powder will it be killed when made with 70c water?

70 degrees or hotter, yes. you don't have to cool the water to 70 degrees, anything between 70 and boiling will be fine.
