How likely is listeria if formula milk dribbles into a sleeper onesie of a 2 month old who keeps eating their onesie arms? Thanks!

Listeria is a bacteria rarely found in some foods. It's either in the formula already (very unlikely) or it isn't. It can't develop magically because milk goes on a onesie.
If it is in the formula, following the preparation instructions will kill it.

Exactly. If you’re in the UK, just follow the current guidelines for making up formula and it will kill any bacteria in the powder.
