Mixing formula milk: what temperature

So the NHS says that formula powder needs to be mixed at least 70 C. But I wonder, is there a maximum temperature? Does 80C do any harm (for example kill some probiotics)? I am confused as to why we need to wait 30 minutes if the requirement (at least 70C) is already met when the water is boiling. Of course I would wait a bit to avoid scalding myself, but waiting too long doesn't seem to have any advantage. Once the formula is mixed, cooling down the bottle is a much faster process anyway

Yes, it can denature the proteins. In fact the 70 degree recommendation is kind of controversial too, for the same reason.

Formula companies have actually argued that the requirement to use hot water is more dangerous than the risk of bacterial infection. Even if your bottle is 40 or 50 degrees, drinking it at that temp for a sustained time can cause burns. If you use a thermometer late at night, you might not notice if it shatters in the milk. Introducing so many steps to formula prep is problematic.
