Is this a safe way to make up formula

Me again!

I have hot water (above 70 degrees) in flask. I put 2oz of cold boiled water in each bottle.

To make a feed I pour cold water out (intl lid of thermos) and add 1oz hot water. I had the formula (3 scoops) to the hot water and mix for at least 30secs. Then I add the cold boiled water to make it correct amount and right temp.

I thought this was ok as formula is being mixed with hot water. But today my midwife said it wasn't safe and I must make them up with a full amount of hot water.

But I am feeding a 12 day old on demand, I can't do that! Ready made cartons are too expensive.

Wise mnetters is my way safe?

raininginbaltimore - I can't see anything wrong with your method and you are making it fresh. This is the method I used with DD2 when I started FF her at 5 weeks. I would premake her nighttime bottle with only hot water, quickly cool and store in the fridge but during the day I made them fresh with approximately 50/50 hot water and add the pre-measured cold water. This meant the milk was at drinkable temperature almost immediately. Out and about I used cartons or took a flask of hot water and a separate bottle of cold and made fresh. Is your DD drinking a full carton of ready-made when you're out or are you having to ditch the remainder as you aren't meant to keep it? Would putting the remainder in a flask for the next feed help - meaning it is not standing around at room temperature? (or putting in a fresh bottle and keeping in a cool bag?) Apologies if you've already considered this.
