Can supermarkets discount first baby milk?

I don't want to get into a debate about this, just looking to see if anyone knows the law?

My local supermarket had some first baby milk discounted as the boxes were damaged. Is this allowed?

No it's against the law.

It would be ok if they permanently reduced the price.

It was Hipp and just the outside cardboard box that was a bit dented/torn. I'm glad it soudns like they can't as I took it off the shelf to the customer service desk and told them that they legally couldn't reduce the price of first baby milk (wasn't entirely sure I was right though). They seemed a bit baffled but didn't argue - it may well have gone straight back on the shelf as soon as I left.
