Is it worth going back to formula?

DD (19 months) was fully breastfed for 10 months. I then kept her on formula for longer than 12 months due to our trip to the UK and formula seemed easier for long haul flights etc.
Anyway, since we got back from the UK (6 weeks ago) she has been plagued by a constant nasty cough and runny nose. The doctor has had her on steroids and antibiotics but they didn't do anything and she reacted to those so she has had no drugs for the last 2 weeks.
She is healthy otherwise, although she doesn't eat very well I give her good quality vitamins to overcome her lack of vegetable intake.
Anyway, the runny nose is unrelenting ... and the cough is causing her trouble at night and during her naps. The only thing that has changed in the last 6 weeks is that we put her on normal milk and stopped the formula.
Is it possible the milk is the problem? I limit my own dairy intake as I get rhinitis if I have too much. I know that formula is cow's milk too but perhaps the proper milk is not agreeing with her?
Is it worth going back to formula to see?
What do you reckon?

what about trying soya or goats??
Surely going back to formula would be stepping back a step and not dealing with the issue which will have to be dealt with at some time or another.

They do change the proteins in cow's milk when they make formula, so formula isn't just cow's milk with stuff added IYSWIM. Would goat's milk be worth a go?

She is just cutting her last eye tooth (the only ones left to come are the 2 yr old molars) ... but surely teething won't cause a cough?
I didn't really want to go to soya milk or goat's milk ... do you just buy the soya stuff off the shelves in the supermarket or is there a special 'baby' soya milk?
How about if I try the formula we used to have for a little while ... it was a toddler milk she had ... that way I would know if the cow's milk was the culprit and then take it from there?

If she's dribbling more than usual because she's teething, it can cause a cough - excess saliva.

It can't hurt her though, going back to formula. And a dairy allergy can be grown out of. At least you'd rule out milk if it continued.

gds's got really runny noses when teething - can't remember about a cough but they have had coughs - maybe is she's swallowing some mucus it might make her cough?

Hmm, that is what I thought rabies ... maybe I might do that ... just for a month to see if it gives her some relief.

as you only got back to the uk 6 weeks ago, maybe it's because she is suddenly being exposed to a lot of local bugs that she had not been exposed to before/recently?
