Taking ashes abroad

A relative asked in their letter of wishes to have their ashes taken and scattered in the garden at a family property abroad. I understand that I need the death cert and cremation very, which I have. Do I really need approval from the country’s embassy too? The embassy has really bad customer service and I am wondering whether I can just walk through customs with the person’s letter of wishes. Why would the country care if we scatter the ashes in our own property there?

Hi , we did this with (some) of my Mum’s ashes .
You need a certificate - and I can’t remember if this came from the crem or the undertaker, but you can check - and the ashes were in a sealed container in a sealed box , which we put in our hand luggage . Airport security just needed to see the certificate as our cabin bag went through the machinery at the airport .
We scattered them in our daughter’s garden in Cyprus , didn’t notify embassy, etc.

Forgot to say , had all the paperwork to hand when we landed in Cyprus , just in case, but nobody asked to see it .
