Yes they can. My dd (around 18 months at the time) drank nothing but milk and became an absolute nightmare at mealtimes. We spoke to our GP and HV and they both agreed that because she was drinking so much milk she was getting well over her recommended daily calories in milk alone. And she therefore wasn't hungry for mealtimes. She now has milk before her afternoon nap and again before bed - the rest of the day she has diluted juice or water.

Just my experience though.

It depends what milk - breastmilk, unlikely as it's so easily digested. Cow's milk or formula (though any kind of formula completely unnecessary at this age) yes, because they can fill up on it and not get the nutrients they need from food.

Thanks guys.
He has been weaned from breastmilk for a month and now has a voracious appetite for cow milk. I think as well as you AnnieBeansmum to the detriment of meal times...He really uses as a comfort I think..He really LOVES a bottle now - didn't use one before... makes me feel a bit
as breastfed my eldest until she was two.

My dd was the same ilovealgreeen. We just took the milk away (with the exception of the two small bottles) and she had diluted juice or nothing. The first day was a nightmare but she quickly learned that she had no other choice. She's quite happy without the excessive amounts of milk and her appetite for meal times has increased dramatically. More importantly, she seems like a happier baby.
