If I want a referal to a speech therapist do I do it via my GP or HV?

Dd at 23m has no speech at all just high pitched shrieks like mad Ann on little Britain. Which is the best way to go? ( her understanding seems ok though)

I'm fairly sure you can self-refer to speech therapists as well as going through a GP or HV or other medical person, so you could just find out your local SALT dept's phone number and ring them up. I'd probably plump for the GP since they're fundamentally in charge of your medical care, but I guess you may as well just go for the one you know better and think won't brush you off.

Ring your local department and find out. Or ask your health visitor to refer you. Good luck.

find out if SALT department will let you self-refer. If so, refer yourself. If not, speak to HV or GP. You might also want to google verbal dyspraxia.

have you tried doing any baby signing with her? either sing and sign dvds or something special programme on tv are good for that.

Either HV or GP will refer you. You can also self-refer - they'll send you a form to fill out where you detail your concerns etc. (at least they do in Norfolk). But bear in mind that SALTs are thin on the ground and over-worked; be prepared to ring the SALT Dept regularly to chase that initial assessment appointment.
