Tv loud neighbour

Hi there. We bought a semi detached house. The neighbour is a council house. When we moved in there lived a very lovely lady who died few weeks later. In now is a man in his 60s. He has a grandson who makes lots of noises in the night. Spoke to him about this and he seems to understand. But another issue is his loud TV. Is so loud that can be heard from the street outside our house. Knocked 2 times to his door and he was kind and put down the volume. But man, when he opened the door, the TV was so so loud. Everything was fine for about a week and then he started again. Last week I wrote him a message and told him how this affects us and my daughter who cannot sleep too. We can hear word by word in every room of our home. This would be until 1-3am. Sometime very early in the morning. Again the situation was fine for about 1 week. Now is on again. What to do? If we report this to the council, will affect us when we sell if we want to sell in the future? I heard that will be added on our file like having to deal with a bad neighbour. We are desperate. Is really affecting us.

Is it the tenant or his DGS who is making the noise?

Could he be deaf? I think that's the usual reason for a loud TV? Maybe get him some Bluetooth headphones for Christmas and help him to set them up? Wink
