4yo constantly on toilet

About 3 weeks ago I noticed my 4yo DD was on and off the toilet a lot one morning. I took her into the docs that afternoon and they tested her urine for a uti in the surgery. The doc said "yes. Uti. Here are some antibiotics". She sent the urine off for testing. Over the 3 days the antibiotics didn't seem to help. She was on the toilet a lot. It was hard to get her to drink a lot. The test came back saying no UTI. Over the week she was on the toilet more than usual but we were managing it. The last week has been awful. She can be fine for hours, then go to the toilet and not get off for literally 1.5 or 2 hours. She sits and wails "my wee won't come out". I have spoken to her and she says she is worried that she will wee herself but then also says she feels like she needs a wee. Car journeys, even for 10 minutes, are full of her screaming "I need a wee". I can't drop the eldest to school without her freaking out. This morning it was 5am and she was on the toilet til 5:30. We have been back to the docs, another urine test, another negative. They have checked her for pain in her bladder and there doesn't seem to be any. Now they have swabbed for thrush but the doc doesnt think its thrush. The doc is now saying "it's a control thing. It's behaviour based" and just sent me off. My daughter does have a very strong history of trying to control everything. This is ruining our lives. It's so debilitating. Has anyone experienced the same? I am at a loss as to what to do.

This is anxiety. A good book is 'helping your child with their fears and worries' and look at anxiety around urination- there's a lot of info on Google. Lots of anxious children seem to be controlling but they are not they are just anxious.
