5 year old hitting 3 year old sibling

I need advice- without any judgment
I have 2 little girls, one is 5 and one has just turned 3 last week

My 5 year old has always been bad for hitting her sister. Ive tried absolutely everything to combat it but have had no luck so far.

Tonight my 5 year old WHIPPED My 3 year old with a barbie doll leaving 2 raised lines across her belly where the legs hit

I'm really at my wits end.. I've bought several behaviour charts, happy and sad things to encourage her to talk to me

Made a book for her to write her feelings to express to me, bought soft toys for her to throw in times of frustration

And I literally don't know what to do

I'm currently in the kitchen in tears because I've just had enough

Her tablet has been taken away until her behaviour gets better

I can imagine that it is very upsetting. Do you know what led up to her lashing out? Was ahead of tired, hungry frustrated?

Does the book to write in work? That seems to require a level of self reflection that neither of mine possessed at 5.

Teacher suggested the book- more of drawing pictures etc to articulate feelings than write them down as such

She was annoyed because her sister had put one of her dolls in the bath

She often lashes out and ends up hurting her

Teacher suggested the book is she having issues at school as well?

Lol there's alot of judgment in that comment
Not in terms of hitting
She struggles with 'relationships' and maintaining them
Her and her best friend fall out every other day

It's important to mention that in the past 6 months me and her dad have split up and she now only sees him once every 2 weeks
He's the apple of her eye
She's 5 and going through alot so if you're not gonna be helpful please pry elsewhere.
