18 month old prolonged cough and chesty breathing

Hi all! I'm just wondering if anyone has any advice or similar experiences.
My son is now 18 months old and has had some form of cough for over 12 months now. Sometimes it's worse (constant throughout the day, worse at morning and night) and sometimes it's just a cough "attack" here at there, usually when waking up. He often has chesty breathing at some point during the day (like there is flem on his chest) and can sometimes be gasping for breath.
We recently went to the doctors about it for the third time and he was prescribed and inhaler with suspected asthma and chest infection. The doctor said to come back in a month for a review and that the chest infection should clear on it's own. He has the inhaler at night and the morning and whenever he needs, he is in nursery 4 days a week and they say he never needs it. His cough and chesty breathing hasn't improved at all.
For me and his Dad it feels like he has been unwell most his life, he does catch a lot of colds etc which I know is normal for infants especially in nursery but aside from that he never really seems "well". He is physically developing absolutely fine, weight is fine etc but he has what I would describe as either bags under his eyes or sunken eyes that you'd expect from someone much older.
He is due his review for the inhaler next week, and I have taken a video of his chesty breathing and intend to do the same for his coughing to show the doctor. I'm just wondering if anyone may have any input on what I could try or what it may be? I feel awful not being able to make him better 😞

It could be an allergy. It might be worth asking fir a referral to the allergy clinic.

It might also be worth just assuming it's an allergy to house dust mites for now, so was all of his bedding at 60 every week, give his mattress, floor and curtains a good Hoover, damp dust his room and remove as many soft furnishings as you can.
