We have a late(ish) walker DD, who is only just taking one or two tentative independent steps at a time at 14m. She wasn’t at all interested in pulling up or being placed on her feet a month ago.

Physio said that, most often, when they “can’t do” something, it’s because they haven’t yet built up the right muscles to. We were advised to place favourite toys (or, in our case, keys or a phone!) at her eye level so she would really want to pull up from sitting and get it. Repeat as long as they’ll do it. Several times a day ideally.

That did help DD build muscle over the last few weeks and she now pushes up to stand from the floor independently as well as trying to take some steps. Eye-level can mean placing things on the seat of a chair or deeper into the sofa, or a bookshelf, which is what we did.

I should add that I wouldn’t worry about a physio just for this, our DD has a wider issue in that she is hypermobile.

Do you mean he can't crouch and stand without using something to help? How old is he. If he's under 18MO I think what you're describing is perfectly normal... The cutoff for taking 1st independent steps regardless of how they manage it is 18MO. 14MO is about the average. It's just that more and more people constantly stand their babys and walk them holding their hands rather than let them naturally progress from crawling to cruising to walking even though crawling and tummy time has been shown to be beneficial for a baby's development of co-ordination
