ha ha it's great isn't it [grim]
one tactic I used to use is to sing from the Wheels on the Bus:
The daddies on the bus go sh! sh! sh!
to encourage the shushing.
also, always speak in a very low tone yourself.
and ignore the screaming.

yep, DD1 (3.1yrs) and DD2 (22mnths) are queens of screaming for no reason.

I have a headache most days!

Hoping DS will be a calming influence when he is born!

I have a VERY NOISY one too. She is 5.5 and has been VERY NOISY since 2. The other 3 of us living in this house are all quiet and quite hermit-like. She must be a genetic throwback. I have an appointment with Silence at 9.05am tomorrow morning and I am so looking forward to it.
I try to encourage some noisy time, singing along to songs etc, in the hope that she gets it out of her system early in the day. Sometimes it works. Another thing I do is get out the craft box as sitting at the table sticking and glittering seems to alleviate it. I have also used classical music in the past - Pachelbel is particularly good. You just play this as background and see what happens. Some schools use this strategy at times of the day when the kids are known to be extra noisy (eg coming in after playtime).
