My son is almost 2 and a half, he had about 15/20 words he can say. We have been to a speech therapy drop in clinic who gave us some tips and things to try. These haven't really made a difference to his speech and he's getting so frustrated and we're having lots of tantrums because he cannot verbalise what he wants/needs etc. The health visitor won't refer us to speech therapy as apparently there's 'no point' .. in just at a loss of how to help him, does anyone have any ideas of what to try with him?

Just to confirm he fully understands everything I say to him, instructions etc

My son is 2.10 and only started trying to expand his vocabulary a couple of months ago from a very few words. Things which helped were no background noise (no tv,radio, music etc), which I found hard as I hate silence; if he said a word incorrectly I don't say 'no, you say it like...' instead I repeat the word and say yes then use it in a sentence to him.

Have you got his hearing checked? My son was the same turns out he had glue ear and I had no idea he had any hearing issues. After many hearing test he had grommets and he speech improved

Maybe ask your GP for a hearing check. Also maybe look at using makaton: my son has speech, language and communication classes and they use words and signs in conjunction to aid communication and speech. They say combining the two helps. Also doing words with songs and actions is a good thing.

You can use Mr Tumble YouTube/CBeebies videos for basic signs and they pick them up really quickly if you use them consistently :)
