Curious about a child’s behaviour.

firstly, I want to say that I DON’T think for one minute that the child I’m asking advice about is being abused.
There is a child about 2yrs that lives behind me. Everyday I can hear him playing (which is normally such a pleasant thing to hear children playing) but this child seems to cry/scream/sob/whinge non stop. One minute he’s singing then he’s crying, sometimes as if he’s really hurt himself. I’ve given up on checking to see if he’s ok because often he’s just stood there doing nothing but crying.
I’ve wondered if he does it to get attention but I’ve seen him do it when he’s getting it.
I know children can be different but this seems so unusual to me. He doesn’t seem bad tempered.
I would say that in the 1hour he is playing everyday, he will cry in various ways upto 20-25 times.
I’ve wanted to ask the mum if he suffers from something that could cause this because I do worry about him but the family are not very approachable (I’m being polite about that), No one in the area likes them!
I’ve found myself trying to find explanations as to why the child cries so much when the neighbours have been talking about them.
I think one neighbour is considering calling SS but I think that’s extreme.
So wondering if any mum’s out there know if this behaviour is nothing to be worried about or if they can offer up anything that could be causing this.
Also, this isn’t happening just one hour a day, it’s all the time that I’ve ever been in earshot. I’ve even seen them out shopping and he was talking away happily in his trolly then next thing crying, which I know isn’t unusual in a supermarket but it appeared to happen for no reason.

Some children just cry/whiinge/paddy a lot. No great mystery...especially at the age of 2 they are at the mercy of big feelings.
