19month old is constantly whinging / crying for no apparent reason

Lately my 19month old wakes up crying. He cries / points / whinges all through breakfast. He wants other people's breakfasts and shows us the fat lip when he's told he can't have them.
Then he cries / whinges for no apparent reason on and off all morning. He sleeps well (12+ hours per night), gets lots of attention / stimulation, eats a good varied diet and is generally okay if he's doing something he really enjoys like going to play group or having a bath...but the rest of the time anything can set him off.
He cries if he's told 'no', he cries if he can't get through the stair gate, he cries in the car....
He has been teething and I've given him calpol but to be honest this doesn't seem to make any difference and the crying doesn't seem to be pain related - it's more to do with his general mood.
He does seem to need a high degree of stimulation and literally doesn't stop when he's awake - always on the go - but the crying & moaning thing is driving me mad. It's also driving my 6 year old up the wall! Any thoughts / suggestions welcome!

I was going to say teething. Teething is horrid. Try some cucumber pieces in the freezer as a soother.

This has been going on for weeks now - but he does have very red cheeks every so often.... Thanks for the cucumber tip - I'll try it.

It's only the fact that he seems okay when distracted that makes me feel as though he's turning it on a bit. He just never seems to smile at the moment....
