Not sure what to do

My ds is 3.2years, and he has a step to sit on to calm down etc. However, he also know's sorry, and to give a cwtch (this is normally for things like hitting out, pushing dd etc).

However, he now says sorry as soon as we say to sit on the step.
Should we still make him get on the step (as it is a time-out, being ignored for two minutes etc), or should he be allowed to carry on after saying sorry?

Is he saying sorry as soon as you tell him that he has to sit on the step. If so then I would say something like 'I'm really glad you have said sorry but I still want you to sit here for 2 minutes because doing X really hurt your sister'. If he says sorry as soon as he hurts his sister and seems genuinely sorry and stops doing it I would say something like 'well done for saying sorry because we must not do X because it really upsets people'
