Toddler hugging younger children aggressively

My DS is 2 years 9 months old and he's a lovely child. But he's started hugging younger children quite aggressively. He gives them a hug but then pulls them down / is rough and laughs. When we tell him to stop, he says, "It's funny!" He's generally a loving child, but this behaviour is angering other parents and risks hurting other children. Any advice for how we can stop it?

Sharply say "NOI!" and immediately remove him from the room without speaking.

Once out of the room say "NO hurting others!" refuse to call it "Hugging". If he says it's funny, you say "No it is not funny and we're leaving now"

He'll soon equate this behaviour with unpleasentness.

My 22 month old son is doing the same. He generally wants to be with the child he is hugging. He will then follow them around and the other child doesn't want the attention anymore. So he wrestles them to the floor rolls or sits on them and says, "funny". I say no and remove him from child and then he gets over excited and tries to hurt the child with a quick kick or extra roll on them as I am taking him off then. The next 30 mins is usually spent him running around like a headless chicken.

I have a 13 week old and it is difficult managing this behaviour as he has started doing it to gis brother.
