13 month olds tantrums... Not quite sure how to handle them!

I have a 13 month old daughter who is very strong willed! Recently when something's been taken off her or she isn't given something she wants she has been having a big tantrum, crying and throwing herself on the floor etc...
I'm not sure of the best way to deal with it. Telling her off, ignoring or distracting her. I don't really want to shout at her every time as I don't want her to become used to it and certainly don't want to do it in public. Any advice on how other mums or dads cope would be really helpful!
Maybe I'm being naive but I didn't think I'd have to deal with this until she was 2!

I'd just toddle off and make myself a cuppa.

Give her a cuddle and then distract. She doesn't want to be angry and is too little to know how to control herself.

I'd also give her a big cuddle and I'd explain to her why she can't have what she wants 'I know you're upset because you want x but y was already playing with it - let's play with z', I thought it sounded a bit American and twee but it's worked really well for my DS from a pretty young age (now 23 months).
I personally don't think shouting or discipline at this age will work, she's yet to understand our versions of right and wrong and also is too young to be able to cope with the emotions that she's starting to experience!
You'll be amazed how much they understand when you talk to them - even if they can't communicate it back to you at this age x

at this age I second distraction, something like OOO LOOK A DOG often works.

No point even thinking about any sort of discipline for ages yet.
