Dd is 13 months, she can do no form of a abdominal crunch. If on her back she cannot raise her head at all, if she forgets and leans back in her high chair she cannot, despite huge effort lean back forward. Her head lagging is the issue. Her maclaren buggy is not bolt upright so again he torso is stuck, she only turns her head.

Is this moving out the normal range too far? She sat at nine months, crawled at 11 (though sags and stops). I try not to compare to ds who at three months at least lifted his head to nose around in the buggy.

Did you mention it to the GP or HV? I would book an appointment with the GP, and be sure to describe what you are telling us about the high chair.

When she sits, she can hold her head, right. It's just the back to front movement she finds difficult (or impossible). If you tickle her tummy, can she look down?
Maybe she just need some physio or exercises to gain strength, but it's better to have it checked.

Sounds awful but although I was vaguely away she struggled a bit, rolled at dead on a year, I only realised how bad she is when I changed her high chair a few days ago. I'd presumed she was just passive in the buggy, but after seeing her in the chair I tried to offer a choc button in the buggy and she just couldn't get it. Her torso lifted a inch or so off at the shoulders but her head stayed stuc

Well, you've realized and that's what really matters. Can I suggest you record her on an device because maybe when you go to the GP she's upset or crying and it would be easy for them to dismiss you. Make a short video of her in several day by day situations, such as in the high chair, the buggy, maybe even other moments which you think are ok, such as when she is crawling, when she plays, in the bath....
Your DD is 13 months , so I guess she's had plenty of checks with a nurse, a GP or a Hv, so if they didn't notice it , don't blame yourself. Book an appointment, stress to the receptionist it is urgent and find out why she can't lift herself.
