DD (2.5) really sensitive...

My DD has always been really sensitive, but it seems to be getting worse and I'm not sure how to handle it.

She's usually very bright and confident, so I don't think it's an insecurity issue, but I really don't know. She gets really upset at the silliest of things. Like for example, if it rains....or is foggy...even if it's on the TV. Just now she got upset because the brewery truck drove away from outside our house (we live opposite a pub). If she drops something she'll get really upset and she says "sorry" all the time. I have no clue where she's got this from. We never tell her off, I don't really have any need to. It makes me feel awful though because of how upset and apologetic she gets all the time it makes me think that people must see this and think I'm an awful tyrant who has a go at her all the time!

Has anyone else experiences anything like this? Is it something I need to worry about? She's been starting to be a little bit tantrum-y recently, but I'm guessing that's pretty normal...this is separate to that though and I'm not sure how to deal with it. Does she sound insecure? We are very laid back and relaxed around her, we're both out of work at the moment so we're both around all the time and we have a great relationship and don't ever argue in front of her, so if she is insecure I have no idea why.
