How to get my 18 month old to have more fluid

Can anyone tell me how I can get my 18 month old to drink more fluid. She has stopped drinking her water and juices the last few days and I don't want her dehydrated, she currently has 7 oz milk in the morning and evening but dh thinks we should cut out the morning one because she takes ages to eat breakfast. She has quite an issue with constipation so the milk in the morning is a good way to get her movicol medicine into her. I'm really at a loss as to what to do. What is the recommended amount of fluid for the average toddler?
Oh and just to add I've tried placing several different types of cups, water bottles, straw cup things round the place for her to just take a sip from and normally I make a Fresh fruit and veg juice in the morning but she has stopped having that too. Today I made some ice lollies as back up. When she was ill that was a great way of getting fluid into her.
Help please. Confussed mummy here!! Lol

Not really I've tried her a few times and she's not keen. I'm not sure what I can do really. If I cut out her milk in the morning that means that's less liquid and how to I give her her meds. Dh and I are locking heads about this :s

I wish I knew, dd (21mo) is the same and also suffers from constipation intermittently. She still breastfeeds quite a bit, but I don't know how much milk she is getting from that. I put lots of cows milk on her breakfast cereal as she will happily slurp that off the spoon, and I offer lots of juicy fruit (and tinned fruit in juice - again she'll slurp done of the juice off a spoon). I will be shot down in flames for admitting this but she also drinks some squash as she does like that - but I limit it. And if i'm really desperate and she's really constipated a little carton of apple juice with a straw. Something else that sometimes work are letting her have bits of our drinks (water is somehow more attractive out of a pint glass). I sympathise, it is so frustrating. If she's getting two big bottles of milk she's getting nearly a pint though, doesn't sound too bad, with water from food as well, but I don't know what they're supposed to have, would be interested to know too.

Well I went to the health visitor about it today and as I was saying how she drinks nothing my dd decided to drink half her beaker right infront of the health visitor! Typical! I know I will probably be told off on here for this but my dd doesn't drink water she will only drink very diluted squash or juice or milk. But if that's the only way she will get fluid then the hv said its not a problem. The homemade ice lollies worked a treat and I'm going to try jelly tomorrow. I will also try putting more milk in her cereal etc, great tip thank you.
