How do I enforce stranger danger

Hi everyone
My 5 year old DD is very hyper, friendly, loving and not at all shy.
This has been ok and maybe a little bit funny sometimes, she's recently started to scare the life out of me with her absolute lack of awareness about strangers/ running off etc
For instance when in Tesco etc she will be constantly running off, if I haven't got hold of her hand or I've taken my eye off her for 1 second assuming she's stood next to me, she's off 3 aisles down, ive tried and tried to explain that there are bad people that take children away from their mummy's and daddy's but it just doesn't sink in.
The final straw came yesterday when she hugged a delivery driver who had to carry something into our house (I'm 8 months pregnant) she ran up to him and hugged him I was absolutely mortified, I again tried to sit and explain about strangers she just doesn't seem to get it !! How do I go about getting her to understand ????
Sorry it was longer than I intended !!

Have you ever had anything nicked, or has she? I told DC that sometimes people steal children just like they steal pennies or sweets & we never see those again either. I didn't need to explain why or what they might do with those children. :( DC got that message well enough, it can be explained calmly and saying that obviously most people never steal anything, but best to stay close to Mummy until you're too big for anyone to steal.

I don't think there's anything wrong with hugging delivery driver, though, unless the poor man felt uncomfortable. He's hardly likely to be a risk, is he?

I think you could tackle the delivery man problem by telling her that hugs should be reserved for our best friends & family. So it's teaching her about social boundaries & conventions, not really about "stranger danger".
