Toddler pulling at hair

My 22 m.o. pulls his hair a lot. He says, 'Hair. Owie-owie' (which is what he says when something hurts).

He does it if he gets e.g. yoghurt stuck in it, and at other times too, especially when going to sleep / half asleep, but at random times too. He's been doing it for a few months on and off.

He has bad eczema on his face and dryish skin on the rest of his body, but the eczema nurse has looked at his scalp and said it feels fine.

I don't use any products on his hair: I just wash it with water and maybe the sockful of oats we use in his bath.

He used to do it to rub against the rough eczema on his hands (I think) and since that's cleared up he does it less, but he still does it.

If I put my cheek against the back of his hair it feels bristley, a bit like stubble, although it's reasonably long.

Any ideas why he might be doing it, or what I could do to reduce it?

I would cut it shorter...it could simply be annoying him. My DD is 3 and I had to chop hers to a bob as she is one of those people who just have a sensitive scalp....is there any product you could use to condition his har whish wont irritate his skin? Olive oil for instance..if it feels bristly despite length, it sounds very dry.
