Use of naughty step - how old?

Just wondered if anyone has advice on this one; I didn't use naughty step myself so not sure...have a relation who is using this for her only-just-two year old and seems to me to be getting into a cycle where the child can't yet learn from it; lots of battling going on.
Not that I would probably dare say anything to her about it, but just wondered, is two seen as generally too young for this method?

we haven't used it and DC is 7.

I used it when ds was 2 and it worked brilliant the first few times-for about a month just the threat of going on the naughty step was enough to make him behave. However, it was short lived, he's now 2.5 and just jumps up and runs round laughing so he's turned it all into a bit of a game!

I give him time out in his room now for a few minutes which seems to work well. He def.understands as he always tells me why he was put there, and apolagises before I let him come out....but I suppose it depends on the child. Also I only keep it for things I really wont tolerate (eg hitting) as I think if we use it too much it wont have the same effect. Always give a warning before time out as well.

I know people who use it younger than 2 (although I find it ridiculous, like 12 or 13 months - fgs!!) but the supernanny book says from 2.5yrs, i think on tv she said 2 yrs so many people use it from 2?

Never. Horrible method and totally unneccessary - counterproductive even, IMO. Yuck!
