Harvey James flows better but I don’t love Harvey, I do love James though. Will it just be a middle name? They’re not really used much if so, so I’d go James Harvey just because I prefer that as a first name

Harvey feels very 00s, plus Katie Price ruined it somewhat.

I prefer Harry to Harvey, it feels more classic.

James Harvey is by far the better of the two.

Both James and Harvey are fine.
I prefer James as it is a classic name that doesn't date. It seems to be the the current filler middle name for boys, but I like it as a first name.
Harvey had a bit of a moment in the 2000s. Harvey as a first name might get shortened to Harv. It's also a surname, so will be better as a middle name.

James Harvey Bornson sounds less like a firm of solicitors/accountants than Harvey James Bornson

If there is a specific reason why you want to use Harvey then hide it as a middle name.

@Cookingupmyfirstbornson , The flow of the first name and second name isn't all that important because the combination doesn't get used very often.
The first and last name combination gets used a lot.

James Harvey, really no contest. James is a complete classic that won’t give away his age, social background or even nationality (although he’s likely to be English speaking). Unfortunately though it’s become the go to boys middle name this generation. But in the first name spot it’s been gradually falling in popularity the last couple of decades and now sounds fresher again.

Harvey rises and falls in fashion (it’s currently falling because of Weinstein) and is more of a marmite name.

How many syllables is the surname?

I think James Harvey suits 1 syllable.
Harvey James sounds more open to a longer surname.
