Rocco is awful. Ross is nice. Roscoe is OK.

Roscoe goes slightly better with Arthur than Rocco, which is just about as different in style as you can get, but neither goes well.

Roscoe feels like a dogs name to me. I'd expect Arthur's brother to have another vintage 'old man's' name like Stanley, Eric, Albert, Ernest or Frederick, or something classic and timeless like George, William, Henry, Edward or James.

Personally I don't like Rocco or Roscoe.

Roscoe is better than Rocco.

You could spell it Rosco - like the artist Rosco Brittin.
Or Roscoe like the artists, William Roscoe or Roscoe Shrader.

Rocco reminds me of Rococo.
Arty and Rococo sound too architectual or decor like.

Arty and Roland go well. Think Sir Roland Penrose, Roland Ayers or Roland Wakelin.

Arthur and Roland.

i don’t think either go well but it doesn’t really matter if they do anyway.

Put of the two names, I marginally prefer Rocco but probably only as I have a strong dislike of Roscoe.

Edmund or Christopher go well. Or any of the names Boleyn mentioned above.
