Depends on the rest of the surname. If your surname is Pritskop I would avoid it.

It's not like her peers would know the slightest thing about Penelope Pitstop, so I think it's fine.

Hmm because of the two p’s in Penelope already I think it would sound a bit too much with a P surname too.

My headteacher was Penelope Penny (aka 2p)
She was an utterly amazing lady and for that reason alone I reckon go for it.

I have no problem with alliterative names.
I work in schools and have come across some great ones over the years - they tend to really roll off the tongue.
I have to resist the urge to use the surname as well as the first name unnecessarily sometimes- just because the full name is lovely to say. Eg.
'What are you doing, Penelope Pitstop?' when she is the only Penelope in the class.
