Yay! I'll admit that I didn't get the West Wing reference, though.

This chap could be a towering influence in a British city.
He can be found twice on a map.
At least two animated creatures have had the name (which can also be a surname).

@DanceDisaster - he’s supposed to be an aardvark according to Wikipedia (so obviously it must be true Wink). I had to look it up!
Not Arthur, though, I’m afraid.
One animated character had his own programme, the other was in an advert.

Sorry to leave you hanging. I thought this one was easier than it has proved to be. No-one has it yet, so I’ll expand on the second clue:

He can be found twice on a map in that the two parts of his name crop up on maps, but separately. Maybe the finer-detail OS kind is more helpful.
