I like both, and we have a very common/classic surname. Middle name will be John. Which would you go for

Luis isn't pronounced 'lew-ee' anywhere. It's lu-EECE.

If you’re pronouncing it Lu EE then call him Louis as that’s how it’s pronounced.

I’d stick to Hugo.

Yes, if you want Loo-ee, I'd spell it the French (Lou-is) way or the increasingly popular English way (Louie).
