It's popular in the US to use male names/male sounding names for girls. I'm not sure that Harper works here. Sorry. (I would assume you wanted a boy, and couldn't think of anything else you liked...)

A bit close to Harpie (or however it is spelled) for me, ie the shrieking witch-type characters in Greek myths.
Also the verb to harp on... not a great association either for me.
