How to make precision cuts through laminated paper

So here's the brief,
I have some paper figurines for a table top role playing game I'm making (Dungeons and Dragons) various monsters and characters and what not. The majority of them are round, about the size of a dime or a quarter, and I printed some of them recently on cardstock paper and then I had them laminated.

HERE's MY QUESTION. Is there any effective technique I could utilize or tool I could buy so that I can very neatly carve out each circular figurine from the laminated paper?

I tried a decent pair of scissors and it came out kinda rough.

I'd try a craft knife on a rubber matted surface. If they are the size of coins, you could place a coin over the piece to use as a cutting guide.

Id cut it after lamination. Before you even think about cutting, send the sheets though the laminator twice. Once face up once face down.

Id get a craft knife and a circle cutting template

Personally once I had the images created I'd attach them to a chat in chat gtp. Id alsoa picture of a circle template i was going to use

I'd use the following prompt 'please take these images to create a pdf. Put each of them in its own circle that matches cutting guide. Please show A cutting guide to match the template. The characters should be central/bottom aligned in the circle.

I would cut them out before laminating, then space them apart on the laminated pouch, then cut them out leaving a little margin so you are only cutting through the clear plastic. Hopefully that makes sense!

I had the same issue with some tokens for a board game and the cleanest cut I got was with a small circular cutter. You can find them on Amazon or in craft stores. It cuts much more precisely than scissors, especially with laminated sheets.
