My dd is 20 months and will attempt finger painting. Otherwise any drawings using crayons are mainly just scribbles. We do some colouring most days. Is this normal for her age?

Perfectly normal! Scribbles are brilliant for developing children's motor control and creativity. Don't try to guide your child, just give them opportunities to put crayon to paper and it will all come naturally. If you start showing them how to draw a house, dog or whatever else at this stage you risk putting them off because they will learn that they can't 'draw' because there's will never look like the 'perfect' adult model.

Let your dd explore colours and making imprints with scribbling, finger painting, playing with age suitable tactile mark making materials. Share your time with her whilst she does. My DD when very young would scribble alongside me on her own paper whilst I worked on portraits. It’s very age appropriate and is a natural way to learn how to control your movements. My DD had a strong colour sense by 3 but it took till 4 before her mark making began to form into more recognisable forms by 7 she was way ahead of her peers -only gifted in art though.
