Help! Can anyone help decipher this? Novice knitter!

Hi all,
I’m a novice knitter and have got stuck at this point in my pattern:

Continue to work in Seed stitch:
Row 1 (WS): P1, K1 to end of row
Row 2 (RS): K1, P1 to end of row
for 39-41-43-45-49 rows (8 1⁄4 -87/8-9 1⁄2 -10- 107/8”/21-22.5-24-25.5-27.5cm), ending with a RS row. Turn and bind off all sts in pattern. Do not cut the yarn and keep 1 st at right corner on your needle.

A couple of questions…

  • How can I stitch 45 rows and end up on a RS row. The RS row would have to be an even number as it’s the second row. Am I confused?
  • I understand what bind off is but I don’t understand the instruction to ‘turn and bind off’. What am I turning?

For context, this is the final
instruction for the brim
of a hooded snood. The brim will be transferred over to a circular needle using the last unbound off stitch (that bit I understand. I think!)

Any advice much appreciated 😊!

I think I'd decode by saying the pattern maker didn't think it through! One extra row to get RS isn't going to make much difference. Maybe use the measurements instead to know when to do your last RS row and bind off?

Turn and bind off confuses me too. Check out You Tube for binding off videos as there are different techniques and it might become clear which one is indicated here. I'm guessing it's meant to create a smooth edge for the snood.

I'd think the row count is an approximation because it will vary slightly based on an individual knitter's tension and gauge. Work it til it's the right length then just make sure the last row you work is a RS row.

I think they're just saying that when you reach the end of your last row, you'll turn your work and then do the bind off.

cast on row plus 45 rows = 46 rows
next row would be RS

I’m going to add a 46th row (Row 0
in this was a cable twist type thing in the middle of the strip so not a cast on per se but definitely see what you mean @Move22)!
