Argh - can someone please translate this knitting speak for me, know it should be simple don't want to cock up

Morning

I'm knitting the front of a v-neck tank top (back already done) and so far so easy. BUT I'm starting to shape the armholes and neck and I'm stumped by the instructions to shape the neck.

Can anyone explain in idiot proof terms please?
Here are the instructions:

Cast off 4 sts (done) k.49 sts (done), including st, on needle, turn (???????)

Continue on the last set of sts, as follows:
work 1 row
**work 14 rows dec 1 st at armhole edge on every row AT THE SAME TIME dec 1 st at neck edge on the next and every following alternate row (28) sts.
Continue without further dec until armhole measures same as Back to shoulders finishing at armhole edge.

Shape shoulder
Cast off 6 sts at beg of next and following alt row, work 1 row.
Cast off remaining 7 sts **

With right side facing, sl. centre st onto a safety pin, rejoin yarn to remianing sts at neck edge
Next row - K to end
Next row - cast off 4 sts P to end

work from * to *

Sooooo, what is turning??
I understand the stuff within the .... but don't get the bits about the safety pin and rejoining the yarn.

I'd be v.grateful for any insights - I usually knit baby cardis which don't need v-necks, have just realised what an amateur I am!

turn the work so that you are only working on the 49 st that you have just knitted

Put the spare stitches on a holder (like a big kilt pin) so they dont drop off

When you have cast off 4 sts there will be one left on the needle, so you only knit 48 stitches and then turn round and carry on with the pattern, working on those 49 sts

When you have cast off your seven sts, you will be left with something like 53 or 54 stitches.
You take the middle one of these on a safety pin, then attach the yarn to the first of the 52, or 53 stitches.
Just loop it over the needle and knit with the long bit, you can sew the end in later.

AHA! I hadn't realised that it meant turn over the work - as in just flip it over, I was thinking I had to turn a corner or something to create the V.
