Does fringing (4 inch) fall vertically if sewn on a diagonal?

Imagine you're sewing it from a right to a left diagonal? You need to make sure the fringing hangs down from the left or it won't fall properly. Does that make sense?

I just need something in neon green to weight the georgette & it isn't a popular colour

Would it flow well?

The fringe will flow OK, it's a Latin dress - the leotard & skirt are purple with 'diamond' chips with an over dress of neon green georgette but it needs to be weighted a bit - would that braid be enough?
