I've had some bags of buttons from this ebay seller SarahLovesCraft and thought they were ok value, P&P being about 80p I think though I guess that is still high for a bag that only costs £1.80, I've been pleased with them though.

(I've name changed, but its me, we met at the market )

have a look in charity shops; I've just been scouring ours and found a few bags of them err... bagged up and for not very much money. Some beauties in included in them too...diamante and some milky glass ones

Our local charity shops charge 1p-5p for single buttons, they often have jars full of them. It's also worth asking them if you don't see any, many keep them undercounter for some reason. One had a bag full come in and thought there was no point selling them so they were heading into the bin, they then said £1, but gave them a bit more than this to be fair.

I've also had some tins off eBay, but I search for local ones only, won't travel miles out of my way, but have picked up a few bargains. P&P will be high as they are quite heavy, that's why I have a local search saved to ping when a new one is listed.

It's also worth mentioning that you are collecting up old buttons [and ribbons] to colleagues. I had lots arrive on my desk after an unusual conversation about what things we stash and can't let go. So many people kept the ones off clothes and had no use for them. They all think I am weird. But then again they love housework... and I don't.
