I can't help you with a supplier but Shirring (as opposed to smocking) is pretty easy to do yourself - that way you can choose any fabric you like ....

this should help, but there are plenty of online tutorials too if you need more :)

You can find elastic thread at any fabric store with a good notions supply. It can be found with the rest of the elastic, not the thread.

  1. Hand wind the bobbin with the elastic thread and don't pull it.
  1. Use normal poly thread for your top thread.
  1. Set your stitch length to the longest stitch and set the tension around 3-4. )test it as machines can vary)
  1. Cut your fabric with at least a double the width you need. (2.1)
  1. Hem the top edge first. It is difficult to hem afterwards.
  1. Sew in long straight lines. You can trace your guidelines if you want or just go slowly. I use the sewing lines as a guide for distance. 1cm apart works well on most cloths
  1. When you are done sewing your lines, tie the two threads together, this saves it from unravelling.
  1. Now if it didn't gather up enough when sewing, you can use a steam iron to bring it in a bit more. It usually shrinks in more when put in the tumble dryer too - elastic thread shrinks up with heat

Hope that helps :)
