HC measuring small

Hello, first time posting and first time mum and I am beyond worried and feel the spark of pregnancy has been removed.
Went for my 20 week scan and baby is all measuring perfectly (in a very awkward position) but the head was measuring 159mm, which I was told was small. Booked in for a rescan a week later to double check and also due to position finish off some other checks.
One day under 21 weeks I go for another scan. Finish all of the checks and completely happy with baby (in a better position) but head still measuring small, around 164mm which I am told is in the 2nd centile. Referred to a hospital for a further scan which took place 2 days later.
Now 21 weeks and 1 day I have a thorough examination and the HC is measured again. This time measuring 169mm just under the 3rd centile. I am warned of possible microchephaly. Another appointment booked for 2 weeks time to check HC again. If no significant growth noted will have an amniosentisis or can opt for an MRI. Warned of possible outcome and potential termination if we wish.
I am beyond devastated...
I just want to know has anyone been in this boat and had a perfectly healthy baby? I said that my sister has a small head and we are quite a petite family and was just told we'll it could just be genetics. What do I believe? Was the scare mongering for nothing?
Thanks you for ready and any life experience in a similar situation would be lively to hear.
